I believe the act of not wobbling encourages close passing. Whereas wobbling, increases uncertainty in the mind of a driver.
I use it to unsettle drivers, and I am led to believe it’s similarly used by others, if Dr Ian Walker is to be believed.
I’m not very good at it, I have to remember to do it and I soon return to my default state of not wobbling. I believe cars keep further away when I wobble, but it would need objective research to know for sure.
There is a line between controlling a wobble, and being out of control. This guy may well have been over it.
